hmm panel should not be a problem
dock can be made with awn (or screenlets maybe)
i think you need the thunar filemanager (xfce - thunar, gnome - nautilus, kde3 - konqueror, kde4 - dolphin)
you should find a likewise metacity or emerald on gnome-look.
for the gtk i would recommend starting with a professional dark one.
Looks nice, I like gtk could be done easily with pixmap. emerald would be easy too. nice concept. like lukeen said would suit thunar.
This is really nice. What gtk engine will you use? Can't wait to try the finished product.

Yes this isn't hard to make, the file manager is thunar (redraw in inkscape),for the dock I think to kiba (can be placed where you want) and emerald is easy to do...
At last (but not least) the gtk themes Isn't so hard..

I love the pixmap themes for emerald! In my opinion, the window borders look much nicer if skinned that way. If you decide to do a GTK theme to go with the emerald theme, what GTK engine will you use? I wish I knew how to create themes. Ha. It looks like so much fun!
